The Tri-Lakes MPO needed a 2050 Metropolitan Transportation Plan that satisfied federal requirements while remaining usable for Hot Springs National Park and surrounding communities — not only compliant, but clear enough to guide investment conversations for the next 25 years.
The work connected federal planning requirements, project programming, public engagement, and local context into a single long-range framework. Priorities were structured so staff, board members, and the public could see how near-term programming related to long-term mobility needs.
