2045 Long Range Transportation Plan

Problem

At the Ocala Marion TPO, long-range planning had to do more than assemble a required document. Local governments, agency partners, and the public needed a shared roadmap that reflected growth pressure, mobility needs, and realistic fiscal constraints.

Approach

The 2045 LRTP translated regional conditions and project priorities into a plan structure partners could use — connecting analysis, programming logic, and public-facing explanation so the document supported ongoing decision-making, not just adoption.

Lessons Learned

Regional plans are most useful when they make tradeoffs visible. Partners engage more when fiscal limits and project priorities are shown in the same frame.
